URI is short for Uniform Resource Indicator. In Spotify's case, URIs are used to uniquely identify artists, tracks, albums, playlists, songwriters, and users on their platform. Apple has a similar resource indicator called Apple IDs that function in much the same way.
At DistroKid, Spotify Artist URIs are used so we can request particular releases to be mapped to specific artist pages.
There are also uses for URI outside of DistroKid. For example, blogs and radio stations may ask for the Spotify track URI for a new single before its release date so they can add it to their playlists on release day.
