Yes, you can still opt your tracks into DistroKid Publishing even if you're not currently affiliated with a PRO. However, DistroKid Publishing can only collect the songwriter share of your performance royalties if you are affiliated with a PRO. If you are not, DistroKid Publishing will only collect the publisher share.
